주어진 문자가 현재 C 로캘에서 구두점 문자인지 확인합니다. 기본 C 로캘은 다음 문자들을 구두점으로 분류합니다: !"#$%&'()*+,-./:;<=>?@[\]^_`{|}~

ch 값이 unsigned char 로 표현 가능하지 않고 EOF 와 같지 않으면 동작은 정의되지 않습니다.
